Samuel Dunn's "A New Atlas of the Mundane System," published in 1794, offers a compelling glimpse into the administrative divisions of Russia during that era. In this historical atlas, Dunn meticulously delineated Russia's vast expanse, showcasing its intricate governmental structure and providing a wealth of geographical and political information.

At the heart of this atlas was a detailed map of Russia, offering viewers an intricate portrayal of the country's divisions into "governments," which were essentially large administrative provinces. These governments were crucial in the governance of the Russian Empire, each overseen by a governor-general or governor appointed by the central authority.

Dunn's work delved beyond just delineating borders. It offered a comprehensive understanding of Russia's regional variations, ethnic diversity, and the challenges posed by its sheer size. Through detailed maps and accompanying information, the atlas became an invaluable resource for scholars, diplomats, and individuals seeking to comprehend the Russian Empire's intricate administrative structure and geographical diversity during this pivotal period in history.
